1. Present: Jane Bee (Chairman), Dominic Bayne, Mark Coatsworth, Sue Heslop, Richard Hughes, Julia Hunter, Jonathan Peacock, Caroline Peacock (Clerk).
2. Apologies: none.
3. Approval of previous Minutes: SH, JP.
4. Matters arising:
a) Village Pond – cleaning of drain under road. CP would again ask DCC to clear the drain under the road. MC offered to repair field drains under the lane to Green View Farm, so as to stop water building up to the west of the lane rather than filling the pond. He would also dig out the easternmost two thirds of the pond, leaving the hand-cleared third to the west in its current state in order to act as a refuge for wildlife. The dryness of the current season was noted but the combination of these efforts should at least concentrate any available water in the pond.
b) SH suggested that DCC should supply a bench for people using the bus shelter to wait for the Link2 bus. CP would apply accordingly.
c) SH pointed out that the stones behind the Village Hall had again been moved.
d) JH raised an issue about notices on telegraph poles not being removed after the events had happened.
e) Parish Council permission for use of the Village Green for a Jubilee Picnic on Tuesday 5th June was granted. Like South Bedburn PC, Hamsterley PC plans to give commemorative mugs to all children aged 16 and under.
a) Application 6/2012/0045/DM by Mrs Elizabeth Stephenson (of Copley) for two-storey rear extension at East View Cottage, Hamsterley, DL13 3PP, recommended for approval.
Date of next meeting: Monday 14th May (this is also the AGM).
Messages from the Parish Council
FOULING OF THE VILLAGE PAVEMENTS AND GREENS
This continues to be a problem even though bins for dog dirt are now provided. Dog faeces pose a danger to health, and children are especially at risk. You are urged to report offenders to the local Street Wardens on: 01388 721351.
Offenders will then receive a warning letter. Please note that when making such a report you may do so anonymously.
RIGHTS OF WAY ON VILLAGE GREENS
Please note that there are NO Rights of Way across Village Greens, and Parish Councillors have no powers to grant such rights, nor to permit alteration or upgrading of the existing lanes.
DUMPING OF GRASS, WOOD etc.
All residents are asked not to dump grass, wood clippings or any other such material anywhere on the Village Greens. Please note that in Hamsterley the regularly mown greens represent only part of the land classified as Village Green, which actually extends out of the village as far as the area surrounding the tennis courts and also a considerable distance down Hollin Bank.
UNPLEASANT SMELLS FROM THE PIG UNIT
The Parish Council has received a complaint about the smells emanating from the pig unit but has no powers to take action. Such concerns should be reported to Durham County Council Environmental Health Department.
STONES BEHIND THE VILLAGE HALL
The two large stones blocking the route round the back of the Village Hall should remain in place at all times. Would whoever recently moved them please return them to their original positions.
NOTICES ON ELECTRICITY AND TELEGRAPH POLES
Notices advertising forthcoming events regularly appear on such poles. The Parish Councillors recognise that this is a convenient way of drawing current events to residents’ attention but would ask that such notices are only put up shortly before any such event, please, and are promptly removed afterwards.
HM The Queen’s Diamond Jubilee
In order to mark this important event Hamsterley Parish Council proposes to give a Jubilee Commemorative Mug to every young person resident in the village aged 16 and under.
Mugs are being commissioned locally and Julia Hunter is compiling a list of names.
So as to ensure that all those who are eligible receive their mugs, please contact Julia on: 01388 488 483.
