Parish CouncilMinutes of the Annual General Assembly of Hamsterley Parish Council held at 7.00 pm on Monday 12 May 2014 in The Village Hall, Hamsterley

  1. Present: Jane Bee (Chairman), Sue Heslop, Julia Hunter, Jonathan Peacock, Caroline Peacock (Clerk)
    Also in attendance, Rachel Atkinson, Simon Raine, Beverley Scanlon, Eric Teasdale
  1. Apologies: Dominic Bayne
  2. Approval of previous Minutes: SH, JP
  3. Matters arising:

a)    Update on local Wind Farm applications: the Banks Renewables proposal at Windy Bank is under revision, with a probable reduction to four turbines but raised to 125 metres; also revised access route. New visualisations will be needed. A new consultation period will ensue. The Parish Council has notified website issues and these have been addressed. Letters for and against proposal are still only on view in County Hall. The proposal for a single turbine at West Shipley Farm is in abeyance.

b)    Dog fouling is still a problem on village pavements and greens. CP would notify cost of anti-poo stickers and also fluorescent spray to highlight dog mess.

  1. New Business: none.
  2. Dates of future Parish Council Meetings and AGM in 2015: Parish Council Meetings take place on the second Monday in alternate months starting in January. The AGM will be on Monday 11 May 2015.

Also in attendance, Rachel Atkinson, Simon Raine, Beverley Scanlon, Eric Teasdale

  1. Apologies: Dominic Bayne
  2. Additional Agenda Item: Formal co-option of two new Parish Councillors and welcome; with acceptance of office and filling in register of interests, and supply of documents and policies. Rachel Atkinson and Simon Raine were duly appointed.

Jane Bee temporarily stood down as Chairman and was unanimously re-appointed. Dominic Bayne was proposed as Vice Chairman by SH, seconded by JP, and unanimously appointed subject to acceptance.

  1. Approval of previous Minutes: JP, SH
  2. Audit: Stephen Lee had again audited the Parish Council’s accounts. They were proposed for approval by JP and seconded by SR, and duly signed. New financial regulations were notified by JP.
  3. Matters Arising and New Business

a)            The addition of the name of Captain Richard Holloway to the war memorial was unanimously approved, as was a proposal for a memorial tree to replace one recently felled.

b)            CP continues to notify potholes to DCC, most recently on Hollin Bank and Ravensford Lane and these have been filled.Drains on lower Hollin Bank have not, however, been cleared.

c)            Damage to the Village Greens remains a concern. JB and JH will attend a DCC Village Greens Training event on 3 June 2014.

  1. Next PC Meeting: Monday 14 July 2014

NOTICE:             The Parish Council wishes to make it clear that alterations of any sort to the Village Greens, including to the strips of grass in front of many houses, are unlawful and may be reported to the County Solicitor. This includes the laying of gravel to create access routes.
