Parish Council

Minutes of a meeting held on Monday 14 July 2014.

Present: Jane Bee (Chairman), Rachel Atkinson, Sue Heslop, Julia Hunter, Jonathan Peacock, Simon Raine, Caroline Peacock (Clerk)

Apologies: Dominic Bayne
3. Approval of previous Minutes: SR, JP

4. Matters arising:
a) Village Pond restoration project. JP now to invite quote from Bill Marley,
pending start of work.
b) Redundant metal posts on village green to be removed. JP will organise.
c) Village green behind the bus shelter. CP will notify Northumbria Water of the damaged, trip-hazard condition of the manhole cover.
d) Village green in front of Pear Tree Cottage. Approval given for installation of electric cable with restoration of green thereafter.
e) Dog dirt. CP reported on costs of dog poo stickers or bio-degradable spray. It was decided to buy two cans of pink highlighting spray, to draw maximum attention to the problem.
5. Planning:
Planning Application no. DM/14/00276/FPA for excavation of earth banking (retrospective) and siting of warden/manager accommodation at Linburn Caravan site – pending submission.
b) Planning Application CMA/6/48 Windy Bank wind farm proposal. JP reported that a revised application has been submitted, removing one turbine but raising the remaining four from 110m to 125m and altering the access route to enter the site from the north. DCC will require a new round of public consultation. Lewis Stokes had again offered an update, and CP would August dates, with a view to the PC calling a special meeting.
Planning Application 6/2014/0040/DM/OP for two dwellings behind Pear Tree House for Mr Stephen Thompson approved with restrictions. While a disappointing outcome, given PC opposition, it is thought unlikely that with so narrow an access the site would be considered suitable (insufficient for emergency vehicles, septic tank clearance, oil deliveries etc.).
6. Accounts:
a) Audit report by JP. The Audit has been passed by the official auditors.
7. New Business:
a) Wayleave Agreements for new broadband cabinet to be installed by BT Openreach. Unanimous approval was given for this. CP to notify BT.
b) Unauthorised pruning of Village Green trees. CP to write to two households.
c) Cars parked too tightly on the pavement had caused a resident a nasty fall.
e) Broken bench at west end of village. Quotes to be sought for repair.
8. Date of next Parish Council Meeting: Monday 8 September 2014 (with possible additional meeting in August to hear about new windfarm proposal)
